Bulgaria Air cancels flights to/from Italy until April 4 due to coronavirus quarantine announced in the country

The Bulgarian airline has cancelled all flights to and from Italy until 4th April and announced the following on their website:
Dear passengers and partners,

Due to the restrictive measures imposed by decree of Italian Prime Minister Giuseppe Conte regading the worsen the situation with the spread of the COVID-19 virus in the country, the national carrier Bulgaria Air suspends its flights to Rome and Milan until 4 April.
All passengers on canceled flights can request a full refund for their airline tickets as well as change their travel date without paying a fee.  
Dear passengers, we regret the inconvenience caused by the force majeure. Your safety and health are paramount to us!
